At the conference, Matt Cutts said, “We’ve actually started to send messages for pretty much every manual action that we do that will directly impact the ranking of your site. If there’s some manual action taken by the manual web spam team that means your web site is going to rank directly lower in the search results, we’re telling webmasters about pretty much about all of those situations.”
Manual actions are penalties issued by people at Google manually checking the site and finding it flouting Google’s quality standards- and breaching its code of conduct. Webmasters can now know if manual actions have been taken against their site after any sort of complaint made against them. They can make an appeal or clean up their site to reach the quality standards required by Google.
